Porterville announces new directors for Finance, Planning & Engineering Departments

The City of Porterville is pleased to announce the appointments of Trisha Whiteley as Finance Director and Clayton Dignam as Director of the Planning and Engineering Department.

Both Whiteley and Dignam are longtime City of Porterville employees who have demonstrated a strong commitment to public service and bring extensive institutional knowledge and experience to their new leadership roles.

Trisha Whiteley has been with the City of Porterville since July 1, 2013, beginning her career with the city as an Administrative Aide. She subsequently advanced to the position of Accountant, then Assistant Finance Director and has spent the past 13 years serving in the City’s Finance Department.

A lifelong Porterville resident, Whiteley holds a Bachelor of Science degree in Business Management with an emphasis in Accounting. Her experience with the City has provided her with a comprehensive understanding of municipal financial operations and the important role the Finance Department plays in supporting City services and responsible fiscal management.

“I am honored to serve as the City of Porterville’s Finance Director and grateful for the opportunity to continue growing with an organization and community that have been such an important part of my life,” said Whiteley. “I look forward to continuing the Finance Department’s commitment to sound financial management, accountability, and service to our residents, businesses, and City organization.”

Clayton Dignam began his career with the City of Porterville in April 2007 and has served in a variety of positions during his nearly two decades with the organization. He began as the City’s first Code Enforcement Officer and subsequently served as Code Enforcement Supervisor and Fire Marshal.

In March 2026, Dignam assumed the role of Acting Engineering and Project Management Director. With the consolidation of Engineering and Community Development into the City’s newly established Planning and Engineering Department, he transitioned to Acting Planning and Engineering Director on July 1, 2026. He officially assumed the position of Director effective August 1, 2026.

The newly established Planning and Engineering Department brings together Planning, Engineering, Building, Code Enforcement, Business License, and related services. The organizational structure is intended to enhance coordination between divisions, improve customer service, and increase efficiency in serving residents, businesses, and the development community.
