Enough BS there are many people who sit on community Boards who also own vacation homes (especially in the nearby coastal areas), and wait for it BS, even other States. If I were lucky enough to have owned another home to hide out in when the COVID #’s climbed upwards I too would have taken advantage of that residence, especially when there were so many COVID deniers right here in Tulare County….. and I might add continues to be to this day..

Many people on water boards or cemetery districts either have to own land or have a primary residence in the district they represent. A Primary Residence is where you might receive mail or where you are registered to vote, but you do not have to physically live in the house or district.

It is an at-large appointment.

On the other hand, one has to physically live in the district if you are running for Visalia City Council, Tulare City Council, Dinuba City Council, Tulare County Supervisor, State Assembly or State Senate, etc..

These are not at-large elections. They are elected by district. A place where you physically live is where you put your head down to sleep at night.

Xavier Avila has obsessively and wrongfully attacked former Tulare Cemetery Trustee Vicki Gilson so I will use her as an example. During the pandemic, she and her husband bought a second home in Missouri in 2018. She temporarily relocated to Missouri to get away from Tulare County’s high COVID rate but kept her home in Tulare as her primary residence. It is where she is registered to vote. She has since moved back to Tulare like she said she would, but Mr. Avila’s and Trustee Present’s many
pronged attacks resulted in Ms. Gilson, the only woman on the board, losing her seat.

As an investigative reporter it is my obligation to research each candidate. In my research I found that all of the candidates running for Visalia City Council live in their district except for Mr. Korsgaden. Mr. Korsgaden’s home address on Acequia would qualify as a Primary Residence as Ms. Gilson’s did. He receives mail at the address and is registered to vote there, thus, he could sit on the Visalia Cemetery Board.

But he lives in a different district in Visalia with his wife and son. In Mr. Korsgaden’ defense, he has owned the property for a long time, at one point probably lived there, and feels he is a member of District 5.

It is OK for commenters on the Valley Voice website or facebook to not know every detail of an election or other issues, and they are free to comment and forward the conversation.

But Mr. Avila should be held to a higher standard as he sits on two boards in Tulare. He has also been told the difference between a Primary Residence and where one physically lives but continues to spread misinformation about this and other issues. His harassing and disrespectful behavior has gotten him blocked by many community members and he has been served a cease and desist letter. He is commonly referred to as a troll.

The Valley Voice has shown infinite patience towards Mr. Avila but his future comments will be deleted until he can get the facts straight and quit harassing people.

Weird that he wants the elections at SDSU to not involve a corporation but demands that the well being of homeless people be at the whim of the same private sector that failef them into becoming homeless in the first place.

Not that Nelson isn’t also a piece of work, because he is.
