As far as I know, Chin has never been in jail. This was a civil matter vs a criminal matter. On the other hand, you would know something about criminal charges. “Sheriff’s officials said Draxler yelled at the staff inside and waived his arms around. They said they determined Draxler was displaying signs and symptoms of drug use and arrested him for being under the influence of a controlled substance.” (Hanford Sentinel article) Chad no reason for name calling. He called the FPPC during the hearing identifying himself as a Hanford city councilman and accused Dan Chin of being the reason he, Ramirez violated the government code. Ramirez was fined by the FPPC $1,075 for violating 4 codes during his election several years ago (See valley voice August 24, 2018.) It could have been more as he was accused of several more violation, but FPPC streamline his case (Plea bargain), just as they did with Chin in this case. During the call to FPPC, Ramirez was an embarrassment to himself and to the city of Hanford. What he had to say had no bearing on this case and was outside to scope of this hearing. The chairman cautions the rest of the commission as such. Botom line up front. Both Ramirez and Chin violated the government code concerning campaign funds. Pay the fine and move on.
