Barr passed away Oct. 8, 2025.

The award will be accepted by Barr’s daughters, Dana Barr-Galante and Lisa Allen, on May 8, 2026, at the 29th Annual Once Upon A Dream gala, the fundraiser that supports CASA’s mission of speaking up for the neglected and abused children of this county in juvenile court. The gala, with the theme of A Night in Monte Carlo, will be held at the Visalia Convention Center featuring gaming tables, a gourmet dinner prepared by The Vintage Press, live and silent auctions, and early access and expedited check-in for VIP guests. Doors open at 5:30 p.m.

Barr’s achievements were many, but her start was humble as she first joined the organization in 1995 as a volunteer to help with fundraising activities. She was hired as the organization’s executive director in 1998 and retired in 2016. Along the way she created strong and lasting partnerships with key agencies including Child Welfare Services, Tulare County Juvenile Court and the Child Abuse Prevention Council that have helped CASA not only endure but flourish.

Her tireless work in support of CASA of Tulare County led to her being appointed in 2007 by the Chief Justice of California to the California Judicial Council’s Family & Juvenile Law Advisory Committee. She was named Woman of the Year in 2006 by the Visalia Chamber of Commerce; in 2014, they also presented CASA with its Nonprofit of the Year Award. Under her direction, CASA also earned an Outstanding rating from the Judicial Council of California, the California CASA Association and the National CASA Association.

Her work and the strong reputation she built for CASA has attracted hundreds of volunteers over the years, allowing the organization to serve hundreds of children each year. Because of this, foster youth with a CASA volunteer graduate from high school at a 100% rate, more children thrive in loving homes, and the entire community is strengthened.

More than anything, it was her friendships and connections that rooted her permanently in this community.

“Marilyn’s tireless efforts have touched the lives of thousands of children, truly changing their trajectories and giving them hope for a brighter future,” says Alberto Ramos, executive director for CASA of Tulare County. “She also had a profound effect on my own development as a leader, and I am honored to carry on the mission of CASA with my own great team.”

In honoring Barr, the Board celebrates not only an exceptional individual, but someone who represents CASA with integrity, dedication and heart.

“CASA of Tulare County has become the organization it is today because of the strong foundation Marilyn built through her vision, leadership and unwavering commitment to the children we serve,” says Enrique Benavides, president of the Board of Directors for CASA. “She cultivated meaningful connections at local, state and national levels, ensuring that CASA’s impact would endure for generations. Presenting the Carpenter Champion For Children award to her daughters will be among the highlights of the evening.”

To attend the gala, purchase tickets online at www.casatulareco.org, or download a sponsorship packet. Information is available online or by calling the CASA office at 559-625-4007.

About the Carpenter Champion for Children Award

Named in honor of Mike and Joan Carpenter — whose Carpenter Family Children’s Foundation, Inc. provided both the vision and the foundation for CASA of Tulare County, as well as its permanent home — this award celebrates individuals, families and businesses whose generosity reflects the same selfless, transformative spirit of the Carpenter family. This enduring honor stands as a lasting tribute to those whose dedication to children and to CASA of Tulare County makes a meaningful difference, while inspiring others to carry that legacy forward.

CASA of Tulare County

In Tulare County, CASA of Tulare County screens, recruits, trains and supports CASA volunteers to advocate for children in foster care. Within the foster-care system in California, volunteer court-appointed special advocates are matched with a child or sibling group, and advocate on their behalf in court, in schools, in health care settings and in the community. Aside from their time spent with the child, CASAs communicate with all the other adults in a child’s life – teachers, doctors, lawyers, biological families, social workers and caregivers. With the knowledge they gather, they request important services for a child, such as counseling, tutoring, physical therapy or medical services. They also submit written reports to the court, which can be entered as evidence in the case and upon which dependency judges rely to make important decisions about the child’s future.

About California CASA Association

California CASA, a private, nonprofit organization, is the statewide association that serves and supports a network of 44 local CASA programs. California CASA provides training, raises awareness for the need for CASA volunteers, and promotes legislation that benefits children in foster care. The 44 independent, nonprofit organizations, appointed by their local Superior Courts, are in 53 of the state’s 58 counties — locations where 99% of California’s foster population live. California has more children and youth in foster care than any other state in the nation – approximately 80,000 in a year. Currently, only 16% of California foster children (13,000) have a CASA volunteer advocating on their behalf, but California CASA and its Board of Directors have set a 10-year visionary goal to provide CASAs for every child who needs one.
“Future of fun: How are we planning for recreation?” will be the next forum presented by Tulare County voices at 2:10. The forum is at 7 p.m. on Tuesday April 14 at 210 W. Center Ave.

Tulare County Voices @210 is a monthly public forum in Visalia, an evening panel format that has been a space for community discussion for more than 15 years. It is co-sponsored by the Visalia Times-Delta, the Valley Voice and First Presbyterian Church (which provides the venue and live stream).

This month’s form will be more of a listening session. In fact, everyone who attends will be asked to share at least one thing about what they would like to see for recreation in Visalia.

Normally there would be a panel of experts or people with vested interests to present information to the audience. For this forum, we’re flipping the script. We want the audience to share their ideas, including representatives of the city and school district, as well as people representing various sports, exercises and recreation interests.

The germ of the idea for this forum came from the fact that the city of Visalia is beginning to develop its master plan for recreation. That plan would guide the development of parks, fields, courts, greens and other venues for fun and games.

Here’s where the audience comes in. This is their chance to express their preferences for their favorite leisure pursuits:

Do you like to play tennis? Bowl? Golf? Swim? Play bocce, cornhole or pickleball?

Do you think our community needs more tennis courts, bike lanes, softball fields, polo grounds, pools, dog parks, disc golf courses, walking trails, basketball courts, BMX tracks, skating rinks …?

And why isn’t there a nice park for tai chi?

Or maybe you think our community spends too much money on creating and maintaining its recreation resources.

Where ever you are on the recreation spectrum – this is the forum for you.

Think about it: How often will the city of Visalia embark on a master plan to determine how it will develop its Recreation and Park facilities over the next four or five decades? This is probably it for your lifetime.

Make the most of it. Let your community and leaders know what you are interested in. Because how would anyone know to build a bocce court in Visalia If no one knew that there were people interested in playing bocce? For that matter, how would it have been known that there was interest in pickleball, BMX racing, skating, or disc golf, if no one had ever spoken up about their interest in those sports?

It was only a couple of decades ago that there weren’t any places for those sports in Visalia. Those sports are available now because people expressed their interest.

The future of fun is now. This is your chance to let your leaders and your fellow community members know what you would like to see in a playground.

You better show up because it might be another 25 years before anybody asks you again!

Be there Tuesday April 14, 7 p.m. at 210. And join the community conversation.

Jim Morehead is a lifelong member of the San Joaquin Valley agricultural community and a second‑generation California farmer whose roots run deep in Pixley, California. His family came to California shortly after World War II, relocating from the Texas Panhandle to begin farming in the fertile San Joaquin Valley.

Raised in Pixley, Jim has spent more than 72 years in the community alongside his wife, Betty, where they raised their family, having two boys, Jason and Justin, and established multigenerational ties to the region.

Jim graduated from Fresno State University in 1976 with a bachelor’s degree in Agricultural Business, a foundation that helped guide his lifelong career in farming and community leadership. He farmed cotton, corn, wheat, milo and alfalfa with his father, Vaughn, and brother David through the late 1980s. Jim continued the family business on his own beginning in 1990 and began transitioning out of field crops and into almond production in the late 1990s. Today, he continues that legacy, farming alongside his son, Jason, as part of a proud multi generational family farming operation.

Beyond agriculture, Jim has devoted decades to serving and giving back to his community. He served 20 years on the Board of the Pixley Unified School District, helping guide educational priorities and community development. For 25 years, he has been active with The Pixley Foundation—supporting efforts such as the local library, food pantry, and internet connectivity to strengthen community resources. Jim also served 45 years on the board of the Pixley United Brethren Church and as President of Pixley-Tipton Youth Baseball while his boys were growing up.

Within the agricultural sector, Jim has held numerous board, leadership, and volunteer roles that reflect his expertise and commitment to advancing farming in California and Tulare County. His service includes:

World Ag Expo Orange Jacket Volunteer – Finance Committee

Tri City Growers Cotton Cooperative – Board Member

California Cotton Alliance – Board Member

Central Valley Almond Association – Current Board Member

Pixley Irrigation District – Groundwater Sustainability Agency – Current Committee Member

Jim takes great pride in living in the community where he works and providing jobs to those in the area. Jim and Betty’s two sons, their wives, and eleven grandchildren all reside in the San Joaquin Valley.
