City invites public comment on storm water master plan update

The City of Visalia is in the process of updating its Storm Water Master Plan, and the completed report is now online and ready for public review and feedback.

“Visalia’s storm water drainage system is a critical part of our public infrastructure,” shares Katherine Woodhull-Fuget, Associate Engineer, City of Visalia. “While it goes unnoticed during our long dry spells, the storm drainage system is critical for managing runoff and mitigating flooding.”

The Master Plan, prepared by Carollo Engineers, Inc., is online on at www.visalia.gov/StormPlan and serves as a critical guide for the design, development, and management of Visalia’s storm water drainage system, ensuring that public infrastructure keeps pace with the city’s growth and development.

“The City’s previous Storm Water Master Plan was last updated in 1994. Since that time, the 2014 General Plan introduced new land use types, policies, and densities that directly affect how facilities must be sized and designed,” adds Woodhull-Fuget. “The updated Master Plan will ensure that storm water infrastructure is adequately planned for future growth.”

The City intends to adopt the Storm Water Master Plan on September 21, 2026, at that evening’s City Council meeting, before resuming work on the storm developer impact fee nexus study. The nexus study will include meetings with stakeholders to ensure the storm construction impact fee is fair and reasonable.

Developers, community members, and interested stakeholders are encouraged to review the draft Master Plan and submit comments. The document is available for public review at www.visalia.gov/StormWater.
