		<description>The City of Visalia is in shambles.   The Council “fixes” things that aren’t broken i.e. Tulare Ave bike lanes, the Sports Park, giving swim teams to VUSD students (who don’t show up as soon the parents realize it’s a commitment) but homeschool and private school students have to pay upward of $150 per student.   And no one will listen or look at the stupidity and fix it.  
Go to Council meetings they say so you can waste your breath.  Send an email so they can say “we did not receive any negative statements on the topic.”  
Bottom line…follow the line and drink the Kool Aide.</description>

		<description>The fence will only keep out law-abiding citizens, not the people it’s supposedly meant to stop. The real question is which contractor is making nearly $4 million installing it. With the lack of transparency, it’s hard not to see the City of Visalia, the Mayor, and the Council as a joke—lining their pockets instead of making decisions that benefit the community.

The mayor didn’t even respond to the community member, and one person shouldn’t have to chase multiple departments for answers. Parks and Rec doesn&#039;t even know what is going on and this is their department!!! Collectively that’s a pretty sorry excuse for local government—time for new leadership.</description>

My understanding is if you reserve the field or an area, I would assume a basketball court too, you&#039;ll need insurance since it&#039;s an organized sporting event. Going to play a pick up game with friends or family, you wouldn&#039;t need one since it&#039;s really not organized for an event open to the public. If that makes sense. That&#039;s with every city.</description>
