I worked at TCSO for 25 years as a dispatcher. There is no need, except to hide routine operations, to encrypt all radio traffic. Channel three is the &quot;CLETS&quot; channel, and is where PII (personally identifiable information) can be run. That channel can always be encrypted, but channel 1 (south end of the county) and channel 2 (north end of the county) should remain analog, and un-encrypted. 
Hiding in permanent encryption is the Sheriff&#039;s Office saying &quot;we&#039;ll tell you want we want you to know, when we want you to know it.&quot; 
When you hide your government law enforcement from the public, you&#039;re not being transparent at all.</description>
