"Unfortunately, the Board has chosen to not comply with its own policies and laws that govern public cemeteries."

That attitude is prevalent in all aspects of this cemetery and is reflected in the day-to-day operations. The fish rots from the head.

During the July 8, 2024, Tulare Public Cemetery Special Board meeting I addressed the Chairman of the Board with the following comments: "Mr. Chairman, the last meeting of the Verification Committee was on September 20, 2022, and Carlos Ramos the Chairman of the committee has not scheduled another meeting for over 24 months. During the September 22, 2022, meeting, there were six burial plot reports reviewed by the committee, and every report was flawed with inaccurate information, and the committee has yet to report if any corrections were made. Health and Safety Code Section 9064 requires the District to maintain accurate records of everyone who has acquired interment rights. On December 14, 2023, the Board voted 5-0 for approval of the Verification Committee Charter, that outlines the purpose and duties of the committee members, but there has not been any meetings of the committee held. The Tulare Public Cemetery District has a history of illegal burials and disinterments and the purpose of the Verification Committee was created to help the Board comply with the Health and Safety Code referenced above. Unfortunately the Board has chosen to not comply with its own policies and laws that govern public cemeteries.
