He owes a debt of gratitude as well to his predecessor, Shawn Boluki, who helped run the District into the ground--setting the stage for Benny's "miraculous financial recovery campaign." My question to the D.A. is why Shawn wasn't indicted for the millions of dollars of unauthorized expenditures charged to the tower construction funds--a public bond financed project which is still unfinished a decade later.
