Mathis took HCCA campaign contributions and even introduced HCCA to the people in Southern Inyo so they could operate that place. He never called for an audit of the Tulare bonds until it became politically toxic to keep dragging his feet. That is back room bureaucracy. Screw the little people, I got my donations. Remember the time he told someone when the mess first started that he couldn't audit the hospital because he owed Benzeevi a favor. Imagine if he acted then!
