In a real sense, he's at least partially responsible for the District accepting a deal that left them needing even more money from elsewhere. Now he wants to cover that error with City money? I doubt he has any real understanding on anything he votes on. And I don't believe for one second that he cares about the people of Tulare and whether or not they get taxed or end up owing millions. Carlton thrives on seeing his name in print and causing a uproar. Carlton is definitely a dog, just not the underdog he likes to pretend he is.
