It is not the fault of Tulare property owners that you have one of the lowest hospital ratings in the state.  Where are the results of the last bond measure you approved.  The money is gone with no appreciable benefit to the community.  To borrow from the title of a not so recent pop song, We don&#039;t believe in &quot;if&quot; anymore.  Your community in general and your hospital boards in particular have failed in their obligations and all you can do is ask for bail out?  That community should stand up in mass and say not only no, but h
