Pannett did not stop Ramos the City Attorney did. Pannett has a history of trying to take credit for things he doesn't do. I did not stop Mr. Dan Leon regarding "Leon started to recount stories of Curry’s past career as a policeman in Corcoran and how the mayor had a reputation for treating Blacks horribly, but was stopped by Pannett on the grounds it was a personal attack." Attorney Bob Dowd stopped it. I did stop Mr Ramos from continuing to make personal attacks on Councilman Ramirez.
