		<description>For most people considering a move to a city (vs.  country) the   main quality-of-life indicators typically include  some of these:   crime rate, other safety factors (like disability access),   availability/quality/price of housing, roadways and bike lanes, schools,  recreational facilities and events and churches.  And that&#039;s only for the  folks who do much research before moving.  To date there&#039;s no data showing that anyone has declined to move to the city of Visalia because of animal-related ordinances.   Needless to say, a realist will move wherever he/she  feels his most  *basic* needs are pretty much met from the start.</description>
